Economic structure

An economy can have available workers and capital while production is constrained by power or transport. Research examines how reliability, usable network capacity and the movement of goods affect investment and output. Installed physical capacity and dependable service are distinct measures.

Policy and financial setting

Electricity reform and public-enterprise support operate through ownership, regulation, balance sheets and project delivery. Their fiscal effects can extend beyond an annual transfer. Labor-market analysis also requires a clear distinction between employment, unemployment, discouraged work-seeking and nonparticipation.

Indicators and interpretation

Research dimension Measure Interpretation
Infrastructure Availability, service reliability and throughput Measure the service delivered, not only installed or planned capacity.
Labor Employment, unemployment and participation Retain age range, survey definitions and discouraged-worker treatment.
Public exposure Transfers, guarantees and enterprise liabilities State the boundary before comparing fiscal costs.

Assessment and research periods

Transnet's financial statements for the year ended March 2025 provide operational evidence on freight performance, while the Reserve Bank's April 2026 Monetary Policy Review examines the broader constraints on activity. Electricity and logistics constraints keeps those periods distinct and asks when more reliable service can become additional production. The labor study examines participation, job creation and labor-force definitions alongside the second-quarter 2026 household survey.

Fiscal room under external financing constraints

Variables to follow

Follow the sequence from reform decisions to financed projects and usable service, together with freight performance and labor participation. Reducing a supply constraint and creating employment are related outcomes that still require separate evidence.
