Economic structure

The UK productivity question requires a view of capital intensity, hours worked and the allocation of activity across sectors. Output per worker and output per hour need not move together. Research examines the investment and organizational conditions behind the aggregate rather than treating productivity as a residual explanation.

Policy and financial setting

Monetary decisions affect new finance and the refinancing of existing liabilities on different schedules. Public investment is evaluated within the fiscal framework and the project-appraisal process, but a classification as capital spending does not establish the economic return of a project. Delivery, maintenance and complementary capacity remain material.

Indicators and interpretation

Research dimension Measure Interpretation
Productivity Output per hour and capital services Keep labor input, capital input and sector composition separate.
Public investment Planned and executed capital spending Retain the fiscal-year basis and the treatment of asset sales.
Households Real disposable income and consumption Distinguish aggregate income from income per person and distributional effects.

Assessment: capital deepening and public investment

The productivity study examines the ONS assessment of capital services per hour through the end of 2024, published in May 2025. That statistical period is retained rather than presented as a current-quarter result. The accompanying public-investment study considers the 2026 fiscal and appraisal framework and the distinction between a spending classification and productive delivery.

Economy Study

Public investment and the British fiscal framework

Britain's fiscal framework, project appraisal, and delivery arrangements answer different investment questions. Assessing the complete asset life explains why favorable financial treatment or budget headroom does not establish a project's economic return.

Policy Brief

Fiscal rules and the classification of capital spending

Britain's fiscal classifications determine recorded constraints, while appraisal determines whether expenditure creates value. The brief examines current and capital incentives, financial assets, whole-life operating costs, and the evidence needed to connect financing permission with useful public services.

Fiscal rules and investment delivery

Britain's fiscal charter and Germany's infrastructure special fund address different fiscal boundaries. A delivery-stage account separates borrowing authorization, contracts, disbursement, completed assets, and operating services, showing why additional funding and effective investment require separate assessment.

Variables to follow

Follow investment per hour worked, the completion of public projects, household refinancing and the interaction between fiscal plans and delivery capacity. Official forecasts are conditional assessments and should retain their stated policy assumptions.
